COORDINATION OF LEGAL TACTICS IN LITHUANIAN LAW

In addition to the high-level legal coordination strategy [1], the law of the Republic of Lithuania is characterized by effective coordination tactics. In our opinion, it manifests itself in two main characteristics.

First, in Lithuania, the coordination norms change in time, depending on changes in the surrounding world. This happens approximately in the following form. For example, on the basis of Resolution Government of the Republic of Lithuania No. 626 of 27 June 2007 "Amending Resolution No. 21 of the Government of the Republic of Lithuania of 09.01.2004 on the coordination of European union affairs" [2] the Government of the Republic of Lithuania decided: «1. Amend the Rules for the Coordination of European Union Actions approved by Resolution No. 21 of the Government of the Republic of Lithuania of 9 January 2004 on the coordination of European Union Actions (Valstybės žinios (Official Gazette), № 8-184, 2004; № 57-1950, 2005, № 9-331…)".

Secondly, the process of reform in certain areas of legal regulation itself necessarily includes coordination mechanisms. For example, Resolution Government of the Republic of Lithuania No. 718 of 29 June 2005" On the conceptual framework of the public sector accounting and financial reporting system reform and the formation of a commission for the coordination and monitoring of the reform " (as amended by Resolution No. 774 of 4 August 2006) [3] states: «2. Establish a Commission to coordinate and monitor the reform of the Public sector accounting and Financial Reporting System (hereinafter referred to as the Commission) with the following members: Deputy Minister of Finance responsible for Accounting (Chairman of the Commission); Representative of the Ministry of Finance (Deputy Chairman of the Commission); Representative of the Ministry of Economy; Representative of the Ministry of Justice; Representative of the Council of the State Social Insurance Fund under the Ministry of Social Protection and Labor; Representative of the State Patient Fund under the Ministry of Health; Representative of the Statistics Department under the Government of the Republic of Lithuania; Representative of the Association of Local Authorities of Lithuania. In paragraph 4.2. It is envisaged that the commission will make proposals to the institutions responsible for implementing measures to reform the public sector accounting and financial reporting system with regard to the formation of working groups responsible for measures to reform the public sector accounting and financial reporting system (hereinafter referred to as working groups) and is responsible for coordinating the activities of the working groups. 

As we can see, these manifestations of coordination legal tactics are quite obvious and allow the law of Lithuania to remain effective.
