Estonian legislation provides for effective mechanisms for coordinating the implementation of legislation on children's rights, protection of motherhood and childhood, which, in general, corresponds to the pan-European trend in this area [1, 56]. There are also special coordinating bodies.

For example, under section 13." Functions of child protection council "Child Protection Act (Passed 19.11.2014) [2] "(1) The Child Protection Council is a government committee whose functions are as follows: 1) establish the objectives of the state policy for the protection of children and coordinate the actions necessary for their implementation."

By virtue of Section 14. "Functions of the Ministry of Social Affairs" "(1) Functions of the Ministry of Social Affairs in the organization of child protection: 1) development of a child protection policy and coordination of its implementation; 2) submission of reports to the Government of the Republic on the situation of children and families; 3) national coordination of child protection and supervision."

15. "Functions of the Social Insurance Board" "(1) The functions of the Social Insurance Board in the organization of child protection are the implementation of State child protection policies, the application of national strategies and the coordination of intersectoral cooperation, as well as the prevention of child protection."

By virtue of Section 361. "Coordination of informing European Works Council and of consulting Works Council with representative bodies of Estonian employees "" The procedure for informing the European Labour Council and advising the Working Council shall be agreed with the representative bodies of Estonian employees, taking into account the provisions of Article 4, paragraph 21 (1), and sub-paragraphs 2 (2) and (3) of paragraph 2 of this Article of the Act. More often, when analyzing Estonian regulations in this area, we have to face a situation where the main forms of coordination interaction used in practice are not defined (except, perhaps, joint planning), there are no procedural (procedural) norms that could describe the procedure for implementing joint actions, coordinating decisions of various officials, the form of the coordination act is not provided, there are no requirements for the content of the coordination decision, In the Estonian legislation in the law enforcement sphere in the field of protection of motherhood and childhood, there is also no responsibility of civil servants for non-performance of joint agreed actions.

At the same time, there is every opportunity to deepen the coordination of legal regulation in this area, including by expanding and specifying the existing coordination norms. Such an approach does not in any way contradict the achievements of the national legal doctrine of Estonia and can be implemented even on the basis of the existing constitutional provisions.
