Estonian legislation contains important coordination norms in the field of public education. [1, 59]. There are also special coordinating bodies.

In particular, by virtue of Section 21. "Language of instruction" Basic Schools and Upper Secondary Schools Act (Passed 09.06.2010 RT I 2010, 41, 240 Entry into force 01.09.2010) [2] " (7) The Ministry of Education and Science will coordinate the creation of opportunities for language and cultural education provided for in Part 5 of this article, including the purchase of materials necessary for teaching language and cultural basics. [RT I, 02.07.2012, 1 – entry into force 01.08.2012]». Let us consider other typical examples from this act.

§ 34. National assessment of learning outcomes: "(31) The Ministry of Education and Science will coordinate the preparation, preparation, conduct and evaluation of standard tests and the analysis of standard tests, the agreed final examinations in the main school and state disciplines. [RT I, 02.07.2012, 1 – entry into force 01.08.2012]»

§ 45. Resolution of emergencies at school: "(3) The head of the school organizes the preparation of an emergency plan for the school, if necessary, with the participation of the board of teachers, the board of trustees and experts. The emergency plan will include, among other things, the following: 4) organization of the management and coordination of the solution of the emergency situation."

§ 47. Organization of studies of students with special educational needs: "(3) The head of the school appoints a person whose responsibility is to organize cooperation between support specialists, instructors of talented students and teachers (hereinafter referred to as the educational needs coordinator) in order to support the learning and development of a student with special educational needs.

§ 56. Calling meeting of parents: "In order to coordinate cooperation between the school and parents, the head of the school arranges meetings of parents of students studying in the stationary form of education, thereby providing all parents with the opportunity to participate in the parent meeting at least once a year. In the case of a stationary form of education, the head of the school must, at the request of the parents of at least one-fifth of the students in the class, call a meeting of the parents of the students in this class."

§ 93. Bringing organization of studies of students with special educational needs into compliance:"(1) School programs will be brought into compliance with article 47, paragraph 2, of this Law, and school leaders will appoint special educational needs coordinators no later than September 1, 2011."

This act is also interesting for us because the legislator clearly distinguishes between the concepts of "coordination"and " cooperation". This is a rare case for a European legislator.

Thus, the legislation of Estonia on the coordination of measures of state support of the educational process, as well as management in this area, is sufficiently developed, contains interesting legal norms that could be of interest to the legislator of other countries.
