Nowadays our life is developing very quickly, at the same time very quickly is developing our legal system. We are trying to improve our legislation to make it closer to the European one. It happens within the framework of Ukraine's integration into the European Union. Because everyone wants to be as Europe and wants to be in Europe. All the times we are searching answers on many questions, the most important of which is – why the development of the legal system is such. This is due to the relevance of this study.

This issue was investigated from year to year. Many scientists paid attention to the study of issues related to the development of national legislation. So, D.A. Kerimov in his studies wrote that every member of the society is obliged to strictly comply with legal requirements in order to enable the free development of the whole society [1]. Other scientists, such as Y. Gabarmas, Y. Lenger, N.M. Onischenko, V.M. Selivanov and others, also paid attention to this issue.

The legal system is a complex and multifaceted concept. It contains a whole range of components, produces regulatory and organizational influence on social relations. Turning to the formation of the legal system, we are forced to consider the sources of law, which naturally distinguish the main sources for determining the national legal system [2]. The constitution and laws adopted by the parliament (the Verkhovna Rada of Ukraine) are the main sources of law. From violations of the Constitution to violations of the laws is a rather short path and it overcomes quickly to satisfy the political ambitions and the private interests [3]. The corruption and its most dangerous form – the political corruption erodes the already unstable foundations of the legal system.

The main problem of developing national legislation is adaptation it to European law. As we know, our Ukraine is gradually integrating into the European Union, therefore, the issue of improving the legal system is quite acute. The creation of a national legal system in line with European norms should be accompanied by an adaptation of existing laws, the adoption of new legislative instruments, coordinated with the EU legal framework [2]. Rapprochement of the Ukrainian legislation with the modern European system of laws will provide development of the political, entrepreneurial, social, cultural stirring of the Ukrainian citizens, economic development of the country in the framework of the European Union and will contribute to gradual growth of the citizens’ welfare, bringing it to the level formed in the EU member states [3].

Hence, by creating the national governmental legal system according to the EU standards it is necessary to adopt new legislative instruments, coordinated with the EU legal framework, together with the adaptation of already existing laws. It goes without saying that the process of adaptation of the Ukrainian legislation requires well-coordinated cooperation of all branches of the government. Confrontation among the branches of the government in Ukraine and sharp political struggle seriously prevent from making the effective legislative activity of the Parliament. Absence of the efficient mechanism for implementation of the effective legislative norms is among other problems of the legal system in Ukraine.
