JERSEY ISLAND COORDINATION STANDARDS: A GENERAL VIEW OF THE PROBLEM

In Jersey, there is no common constitutional act, which would be represented by coordination rules. 

Meanwhile, the coordination authority officials have fairly widespread. At Protection of freedoms Act Set the procedure for coordination of work with a single data bank in the area of public safety [1]. In Crime (Sentences) Act identified focal powers in the fight against crime [2]. In Police Act these provisions are fleshed out [3]. Important coordination rules are enclosed in Immigration, Asylum And Nationality Act [4].

Legislators and the executive Jersey is widely used in the practice of legal mechanisms for coordination. For example, «The Chief Minister's Department is at the centre of government and provides the leadership and co-ordination of strategic planning across the States. The department provides administrative and executive support and policy advice to the Chief Minister and the Council of Ministers and is responsible for a range of issues, including: supporting and advising the Chief Minister and Council of Ministers in establishing, co-ordinating, communicating and carrying out States-approved policies and objectives, providing direction and leadership to the public service to ensure that policies and programmes are delivered in line with agreed priorities, maintaining and improving Jersey's international relationships, supporting Jersey's economic development policy, ensuring that all States departments have access to well-researched and relevant statistical data, communicating effectively with the community» [5].

Coordination is seen as a principle of construction of the power system.

Thus, in Report of Department of Health and Social Services - structure and organisation indicated that «...into separate organisational units and coordination between units) in relation to the...with its own internal structures and coordination mechanisms. Second, the Department...s hierarchical structure and the coordination mechanism that it uses. Mintzberg...» [6].
