COORDINATING RULES OF LAW IN THE LEGISLATION ON THE INTERNAL AFFAIRS OF THE REPUBLIC OF BULGARIA

G.N. Andreeva writes that in Bulgaria, specialized administrative directorates operate with the system of internal affairs bodies and the police, and there are two separate directorates, the main tasks of the first of them include coordination and information and analytical activities, the main tasks of the second are coordination of the fight against offenses related to financial interests of the European Union [1.76]. Analyzing the norms of the Law of the Republic of Bulgaria "On the Ministry of Internal Affairs" [2], we see the following.

Structurally, ministries usually consist of directorates, departments and a secretariat; The Bulgarian Interior Ministry is no exception. Departments and departments are created in accordance with the functions and tasks of the ministry. The secretariat interacts between departments in the ministry, prepares materials submitted to the Council of Ministers, organizes the coordination of regulations of the ministry with other departments, monitors the implementation of decisions of the leadership of the ministry and the collegium.

The collegium ("collegium") of the ministry is an advisory body. The composition of the collegium is approved by the minister. According to the position held, the collegium includes the minister who is its chairman, deputy ministers, the chief secretary, heads of departments, the head of the cabinet of the minister and advisers. Other specialists and representatives of trade unions may participate in the meetings of the collegium by decision of the minister.

The collegium is convened by the minister and considers: the main problems related to the tasks and activities of the ministry; reports and analysis of the implementation of the main tasks and results of the work of the ministry, individual links, bodies and organizations directly subordinate to it; draft regulations issued by the ministry; drafts of normative acts of the Council of Ministers related to the sphere of activity of the ministry. Decisions are taken by a majority vote, and if the votes are divided, the final decision is made by the minister [3].

Let's digress from the internal coordination mechanisms in the Ministry of Internal Affairs of Bulgaria and turn to the coordination practice of the work of law enforcement authorities in general.

More often, when analyzing Lithuanian regulations in this area, we have to face a situation where the main forms of coordination interaction used in practice (except, perhaps, joint planning) are not defined in any way, there are no procedural (procedural) norms that could describe the procedure for implementing joint actions , coordination of decisions of various kinds of officials, the form of the coordination act is not provided, there are no requirements for the content of the coordination decision, in the Bulgarian legislation in the law enforcement sphere there is no responsibility of civil servants for failure to perform joint coordinated actions. At the same time, there are all possibilities for deepening the coordination of legal regulation in this area, including by expanding and concretizing the existing coordination norms.
